ICE Agent Appears in Minnesota Court Charged Over Shooting of Venezuelan Immigrant

An ICE special agent, identified as Agent Carlos Mendoza, appeared before a Hennepin County courtroom on Tuesday to face charges of second‑degree murder and assault with a deadly weapon. The charges stem from a March 2024 incident in which Mendoza allegedly shot 27‑year‑old Venezuelan immigrant Luis Ramirez during a routine immigration checkpoint in Minneapolis. Video footage released by the defense attorney shows Ramirez attempting to flee when Mendoza fired. The prosecution argues the use of lethal force was unjustified. Mendoza has pleaded not guilty and is scheduled for a pre‑trial hearing in November.
