President Yoweri Kaguta Museveni announced the appointment of veteran civil servant Vincent Seruma as chair of the newly formed Public Service Commission (PSC). The commission, created under the 2025 Public Service Reform Act, is tasked with overhauling recruitment, performance appraisal, and disciplinary procedures across all government ministries. Seruma, who previously served as permanent secretary in the Ministry of Finance, brings over three decades of bureaucratic experience. In his inaugural speech, he pledged to “restore meritocracy, curb patronage, and modernize the civil service to meet the challenges of a digital economy.” Opposition leaders, however, remain skeptical, warning that without legislative oversight the PSC could become another instrument for political patronage.
