President Yoweri Museveni announced the appointment of veteran civil servant Vincent Seruma as the inaugural chair of Uganda’s newly formed Public Service Commission. The commission, created under a recent constitutional amendment, is tasked with overseeing recruitment, promotions, and disciplinary actions across all government ministries. Seruma, who previously served as Permanent Secretary in the Ministry of Finance, brings over three decades of administrative experience. In his acceptance speech, Seruma pledged to champion merit‑based appointments and curb patronage, promising “a transparent, accountable, and efficient public service that serves every Ugandan.” Opposition leaders, however, remain skeptical, warning that the commission could become another tool for political patronage if not properly insulated.
