KAMPALA, Uganda – At a high‑profile conference held at the Speke Resort in Munyonyo, Finance Minister Dr. Matia Kasaija delivered a stern warning to accounting officers across the public sector, urging them to uphold the highest standards of integrity and fiscal discipline.
Speaking to over 300 senior civil servants, auditors and representatives from donor agencies, the minister highlighted recent scandals involving misallocation of funds, procurement irregularities, and the misuse of public resources for personal gain.
“Every Ugandan taxpayer’s money is a trust placed in you,” Kasaija declared. “Corruption and budget abuse will not be tolerated. We have strengthened the Public Finance Management Act and will enforce strict penalties for any breach.”
The minister announced the rollout of a new digital accounting platform, “e‑Fiscal,” designed to increase transparency, enable real‑time monitoring of expenditures, and reduce opportunities for fraud. He also called for the establishment of an independent oversight body to audit high‑risk ministries on a quarterly basis.
International partners, including the World Bank and the African Development Bank, praised the initiative, noting that improved financial governance is essential for continued development assistance.
The conference concluded with a pledge from the Ministry of Finance to publish all departmental budgets and audit reports online by the end of the year, a move aimed at fostering public confidence in government spending.
