President Yoweri Kaguta Museveni has named veteran civil servant Vincent Seruma as the inaugural chair of Uganda’s newly formed Public Service Commission (PSC). The PSC, created by a recent amendment to the Public Service Act, is tasked with overseeing recruitment, promotions, and disciplinary matters across all government ministries. Seruma, who previously served as Permanent Secretary in the Ministry of Finance, brings over three decades of administrative experience to the role. In his acceptance speech, Seruma emphasized a commitment to merit‑based hiring, transparency, and combating corruption within the civil service. Opposition leaders have welcomed the appointment but warned that the commission must be truly independent to effect meaningful reform.
