While the Ministry of Home Affairs cites concerns over sovereignty and the potential for aid mismanagement, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) warned that delays could exacerbate the suffering of vulnerable communities. “Timely, coordinated aid is essential to prevent a secondary health crisis,” said OCHA spokesperson Maria Alvarez. Critics argue that Nepal’s stringent vetting process for foreign NGOs may be slowing the delivery of food, medicine and temporary housing to the hardest‑hit districts of Kaski and Bagmati.
