As the National Social Security Fund (NSSF) marks its 40th anniversary, Uganda’s former army chief Gen. Wilson Tumukunde urged the institution to broaden its coverage beyond formal sector workers. Speaking at a summit in Kampala, Tumukunde highlighted that only about 12 % of the country’s labor force is currently enrolled, leaving millions of informal workers, small‑business owners and agricultural laborers without retirement or health benefits. He proposed a tiered contribution model, mobile‑money integration, and partnerships with micro‑finance institutions to lower entry barriers. The NSSF board responded positively, promising a feasibility study within the next six months and pledging to pilot a digital enrollment platform in the central region. Advocacy groups welcomed the push, noting that expanded coverage could lift up to 3 million Ugandans out of poverty in the long term.
