Tumukunde challenged the fund’s leadership to broaden coverage beyond formal sector employees, targeting the informal workforce that makes up roughly 70 % of the country’s labor market. He proposed a tiered contribution model, mobile‑payment enrollment, and partnerships with micro‑finance institutions to bring an estimated 8 million un‑insured workers into the system. In response, NSSF’s Managing Director, Sarah Kintu, announced a pilot scheme in three regions that will test low‑cost digital registration and flexible contribution schedules, with a goal of scaling nationally by 2029.
