The Ugandan Parliament’s Public Accounts Committee has launched a formal investigation into the controversial Busega Toll Road concession after auditors uncovered a Shs300 million shortfall. Lawmakers allege that the original contract, signed in 2019, failed to include adequate revenue guarantees and allowed the concessionaire to renegotiate toll rates without parliamentary oversight. Committee Chairperson Michael Kintu warned, “We will hold the Ministry of Works and Transport and the private partner accountable for any breach of fiduciary duty.” The inquiry will summon the Ministry’s Permanent Secretary, the concessionaire’s CEO, and independent financial experts to testify before the end of the month.
