KAMPALA, Uganda – In a dramatic turn of events, members of the Parliamentary Committee on Finance voted unanimously on Tuesday to issue an arrest warrant for Edwin Mujuni, the Executive Director of the Microfinance Support Centre (MSC), along with three senior officials. The move follows an internal audit that revealed the loss of approximately UGX 1.2 billion in public funds over the past fiscal year.
Committee Chairwoman Hon. Grace Nanyonga said the findings indicated “gross negligence, misappropriation of donor money and a systematic breach of fiduciary duty.” The audit, commissioned by the Ministry of Finance, uncovered irregular loan disbursements, falsified borrower records, and payments to shell companies linked to MSC executives.
Mujuni, who has been on leave since the audit was released, is expected to appear before the High Court within 48 hours. The committee also called for a full forensic investigation into all MSC operations and urged the Ministry of Finance to suspend any further funding until the probe is completed.
Opposition MPs hailed the decision as a “long‑overdue accountability measure,” while civil society groups warned that the scandal could erode public confidence in Uganda’s micro‑finance sector, which serves over two million low‑income borrowers.
The government has pledged to recover the lost funds and to strengthen oversight mechanisms for all micro‑finance institutions receiving state support.
