KAMPALA – A scandal involving the misappropriation of fuel vouchers worth over UGX 150 billion has rattled the Uganda People’s Defence Forces (UPDF), putting Brigadier Emmanuel Bakahumura under intense scrutiny. An internal audit revealed that fuel allocations meant for frontline units were diverted to private contractors linked to senior officers. The fallout has also implicated Major General Charles Kandiho, the army’s chief of intelligence, after a whistle‑blower alleged that intelligence reports used to justify the procurement were fabricated. In a televised press conference, the Defence Ministry announced a full forensic investigation and the suspension of both officers pending the outcome.
