Kampala – In a landmark ruling, the Court of Appeal has halted the ongoing litigation over the 147.7 billion Ugandan shillings loan to the Development and Energy Infrastructure (DEI) project. The decision follows a petition by former Finance Minister Dr. Moses Magoola, who contended that the audit underpinning the loan was riddled with procedural flaws and conflicts of interest. The appellate judges ordered a fresh forensic audit and directed the Ministry of Finance to submit the revised report within 90 days. Legal analysts say the pause could set a precedent for how large‑scale infrastructure financing is scrutinised in Uganda.
